Notes in Postgres full-text search plus a fenced constitution in Neo4j. pgvector is installed but no embeddings are in use — recall is lexical. The ratified three-horizon memory design's associative layer is not built. The Janitor's deterministic floor runs nightly (exact-duplicate collapse, health snapshot — no LLM); its judgment rungs are deferred. The distance here is the largest on the site — and this Ministry is the core bet. The memory that "evolves with me" is ratified doctrine with a running floor and an unbuilt upper structure. What exists is honest storage with provenance; what is promised is cultivated judgment. The gap closes rung by rung, each rung only when demanded.
The idea
The knowledge base is the core bet — the reason a governed state beats a brilliant but amnesiac assistant. Information is gathered (intake, officers), refined (claims with provenance, contradiction kept visible), remembered on three horizons — operational, tactical, strategic: what the Sovereign declares and uses is reinforced; what has no value fades; and not being queried is not the same as not mattering — and served back with sources. One rule guards it all: a memory that only agrees with its owner has failed. The contradiction floor is mandatory, by construction.
The machinery
The archives
Neo4j holds the constitution and the graph of structure and provenance; Postgres holds the notes; object storage holds raw material, the audit trail, and nightly backups; pgvector stands ready for the semantic index. Each store boring, each replaceable behind pointers. The whole archive is reachable only through the governed gateway — no agent talks to a database directly.
The Janitor
Undersold by its own name: the state's epistemic centre, being built floor-first. Running now: a nightly deterministic sweep inside the knowledge service — collapse exact duplicates, keep the evidence-count, snapshot the archive's health. Deliberately no LLM yet: judgment rungs (near-duplicate merging, "dreaming" consolidation) are deferred until the floor proves itself. It may never touch the law: the constitution is exempt from decay by construction.
The intelligence officers
The Ministry's field service: the Investment Officer runs every morning at 07:00 (twelve topics, dozens of findings, cents per run, on an EU-hosted model); an AI-technology officer runs beside it. Each is a clone of one engine: search → filter → conclude → cite. Three more domains — fusion, hydrogen, space — wait on demonstrated reliance, not on enthusiasm.
The wisdom ladder
Data → information → knowledge → wisdom, with the Sovereign's own verdicts, beliefs and decision-outcomes as first-class records steering refinement. Designed, not yet ratified — stated so, because this page does not claim what is not decreed. Its first rung would be small: verdicts on the morning digest.
