On names

The same thing carries two names, by ruling. As a government it is the Kingdom — sovereignty, decrees, ministries, scopes. As an identity it is The Living Archive — the institution experienced as one calm place: observatory, library, map room. Both are correct; each is used in its own register. The site speaks the institutional register throughout: Sovereign, Constitution, Prime Minister, Ministries, Officers, Auditor, Builders, Council, Treasury.

How this site is made

Five static pages. One design-token file shared with every surface of the state. No framework, no tracking, no cookies, no third-party calls. Changed only by pull request, like everything else here — a content edit that touches a factual claim cites its source in the request.

The Gate is public; every deeper page — this one included — asks you to sign in. Readers of these pages hold a site key, not a platform key: seeing the ledgers grants nothing on the Console, the gateway, or the archives. Guests may one day be invited this far; the working state, never.

What the words mean

Four words, never confused — each page may only use the strongest one it can prove:

Horizon — the destination we steer by. Not decreed, not built — kept vivid on purpose, because a gap is only closed correctly under a clear vision. Every deep page states its horizon beside its today, and the distance between them is content, not apology.

Decreed — ruled by the Sovereign; law or intent, not yet a running thing.

Built — running in production, verifiable in the audit trail.

Relied upon — the Sovereign would be annoyed to lose it. The only bar that finally counts.

Every "as built today" block carries its reconciliation date and cites its source file in the platform repository. One further distinction: the repository shows what is merged; only the operator verifies what is running. Where the two could differ, this site cites the repository and says so. The compromise ledgers may grow without permission; they shrink only with evidence.
